
🇺🇸 800MW of energy storage procurement — but the real story is not the number. Appalachian Power has launched two new storage solicitations in Virginia, targeting up to 800MW in total: 🔋 500 MW through a Purchase and Sale Agreement (PSA) ⚡ 300 MW through a Capacity Purchase Agreement (CPA) The difference matters. The 500 MW PSA is essentially about acquiring storage assets, while the 300 MW CPA is about purchasing the capacity provided by storage resources without necessarily owning the facilities themselves. And this is only part of the bigger picture. Under Virginia’s latest storage requirements, Appalachian Power is also expected to pursue: • 780 MW of short-duration storage by 2040 • 520 MW of long-duration storage by 2045 • Including storage lasting 10–24 hours and beyond 24 hours That means the conversation around U.S. utility-scale storage is moving beyond simply asking “How much BESS do we need?” The bigger questions are becoming: Who owns the asset? Who provides the capacity? How are costs and risks allocated? And how should long-duration storage be procured?
